Dr. Tony Evans, Senior Pastor - “But everything should be done in a fitting and orderly way.” 1 Corinthians 14:40

Dr. Tony Evans serves as the Senior Pastor of Oak Cliff Bible Fellowship, a 7,500 member congregation. He is the chief overseer of both the spiritual and business wellbeing of the church. As the primary spiritual authority, Dr. Evans has the responsibility of proclaiming God’s Word to the congregants; coordinating the ministry so that it effectively meets the spiritual, social and physical needs of members and the community; and communicating the vision of God for the church. Operating on a Kingdom agenda, Dr. Evans leads the Church Elder Board in setting church policy and doctrinal statements that are grounded in biblical principles.

As the chief executive officer, Dr. Evans oversees the management of a $10 million budget, a campus that includes 160 acres of land, a staff of over 200 employees and a leadership team of over 160 members. Dr. Evans has the enormous task of ensuring the church’s financial health and operational efficiency, which includes the acquisition of monetary and in-kind resources, appropriate facilities and qualified, skilled staff who are committed to Christ and the vision of the church.

Dr. Evans is married to Lois, his life-long partner and co-laborer in ministry. He is the father of four: Chrystal, Priscilla, Anthony, Jr., and Jonathan. He and Lois are the proud grandparents of six: Kariss, Jessica, Jackson, Tre, J.C. and Kanaan.


Mr. Gregory Smith, Executive Business Manager - “His master replied, ‘Well done, good and faithful servant! You have been faithful with a few things; I will put you in charge of many things.” Matthew 25:21

Mr. Gregory Smith serves as the Executive Business Manager of Oak Cliff Bible Fellowship. He oversees the business activities of the church that include real estate, banking, financial, and economic development. In addition, Mr. Smith handles all of the church’s profit-making entities such as the OCBF Bookstore, Food Services and the Fellowship Credit Union. All ministry-related contracts are handled by his department, and he ensures that all ministry areas are in compliance with applicable federal/state laws and regulations.

As the chief business manager, Mr. Smith stays abreast of all community, social, political and economic conditions that could affect the church. He keeps the Senior Pastor informed on the church’s financial position, resources, available assets to invest, and financial goals.

Mr. Smith holds a B.S. degree in accounting from Florida A & M University and has 25 years of experience in the field of accounting, finance, and management. His God-given strengths include strong managerial, analytical, communication and interpersonal skills. He is married to Kay and they are the proud parents of two daughters: Velyncia and Alecia.

Rev. Marcus Bellamy, Associate Pastor of Christian Education -“It was he who gave some to be apostles, some to be prophets, some to be evangelists, and some to be pastors and teachers, to prepare God’s people for works of service, so that the body of Christ may be built up until we all reach unity in the faith and in the knowledge of the Son of God and become mature, attaining to the whole measure of the fullness of Christ.”
Ephesians 4: 11-13

As the Associate Pastor of Christian Education, Pastor Bellamy oversees the Children’s Ministry, Youth Ministry and Adult Ministry, which includes the Bible Institute and Spiritual Growth classes. In addition, Rev. Bellamy directs Fellowship Christian Academy, a private school of Oak Cliff Bible Fellowship. He is charged with ensuring efficient operations, a rigorous and competitive academic curriculum, and the spiritual development of children attending the school. As an associate pastor, Rev. Bellamy supports the Senior Pastor in the areas of preaching, teaching, training and pastoral care of members.

Christian Education, as one of the four vital experiences, seeks to create a church that teaches the knowledge and application of God’s Word. Rev. Bellamy’s role is huge…equipping and maturing saints for the work of the ministry, which teaches members the Word of God, Bible study techniques and practical applications of God’s Word to one’s life. The Christian Education ministry is discipleship and has a direct effect on the church’s mission of “discipling the church to impact the world”.

Rev. Bellamy has extensive experience in pastoral ministry and Christian education, nonprofit administration, human resources, and keynote speaking. His God-given talents include strong presentation, organization and communication skills along with the ability to manage an organization’s operations and programs effectively. Rev. Bellamy holds a Masters of Theology degree with emphasis in Christian Education from Dallas Theological Seminary. He is married to Patricia and they are the proud parents of one daughter, Faith.


Rev. Bobby Gibson, Associate Pastor of Fellowship - “And let us consider how we may spur one another on toward love and good deeds. Let us not give up meeting together, as some are in the habit of doing, but let us encourage one another—and all the more as you see the Day approaching.” Hebrews 10: 24, 25

Rev. Bobby Gibson serves as the Associate Pastor of the Fellowship Ministry. In this capacity, he oversees the following departments: Singles, Couples, Counseling, Health and Wellness and Comfort and Care. As an associate pastor, Rev. Gibson additionally provides therapeutic and spiritual counseling to members and supports the Senior Pastor in teaching, preaching and training.

Fellowship, as one of the four vital experiences, seeks to create a church where no one stands alone. Rev. Gibson has the task of ensuring that each department provides a safe and caring environment where members can share common experiences with other like-minded individuals and that all members receive the support they need to properly function emotionally, physically and socially in the context of Christian love.

Rev. Gibson is a licensed professional counselor and therapist and has extensive experience in pastoral ministry, leadership coaching and managerial leadership. He holds a Master of Arts in Christian Counseling from Oral Roberts University. He is married to Gloria and they are the proud parents of three: Christopher, B. J., and Shawnone with four grandchildren: Keyara, Bryana, Christopher II, and Bria.

Rev. Rodney Carter, Associate Pastor of Worship - “Let the word of Christ dwell in you richly as you teach and admonish one another with all wisdom, and as you sing psalms, hymns, and spiritual songs with gratitude in your hearts to God." Colossians 3: 16

Rev. Rodney Carter serves as the Associate Pastor  of the Worship Ministry. In this role, he oversees the Music, Media and Liturgical Services departments. Rev. Carter’s primary responsibility is the coordination of the worship program for Sunday and Wednesday services, Family Vacation Bible School, church-wide conferences and other events such as weddings, funerals, and ordinations at Oak Cliff Bible Fellowship. He also assists the Senior Pastor in the areas of preaching, teaching, training, and pastoral care of members.

Worship, as one of the four vital experiences, seeks to create a church that celebrates the Glory of God. Rev. Carter has the awesome duty of creating an atmosphere where members and visitors can express and experience the power and presence of the Most High God. The worship experience is meant to strengthen and catapult believers into a deeper commitment and purpose in their walk with the Lord.

Rev. Carter is a licensed and ordained minister with over 20 years of experience in worship and praise leadership. This multi-talented man of God enjoys playing instruments, singing, composing and arranging songs taken directly from the Word of God. He holds a Bachelor of Liberal Studies from the University of Iowa. He is married to Angela who ministers with him in the Worship Ministry.


Rev. Alexander Mason, Associate Pastor of Outreach and Executive Director of Project TurnAround - “Therefore go and make disciples of all nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit, and teaching them to obey everything I have commanded you.” Matthew 28: 19

Rev. Alex Mason serves as the Associate Pastor of the Outreach Ministry and Executive Director Project Turn_Around. In this role, he oversees the following ministry departments: Evangelism and Missions, Church Membership, and the Prison Ministry. Rev. Mason is also responsible for the entire operational and programmatic functions of Project Turn_Around (PTA), the social outreach arm of Oak Cliff Bible Fellowship. As an associate pastor, Rev. Mason supports the Senior Pastor in the areas of preaching, teaching, training and pastoral care of members.

Outreach, as one of the four vital experiences, seeks to create a church that spreads the Good News of Christ in word and deed. Rev. Mason has the unique charge of connecting the Christian’s social responsibility to our fellow man with evangelism and discipleship. This ministry focuses on the eternal destiny of people as well as empowering individuals to lead productive lives in this present age.

Rev. Mason has served as an evangelist, consultant, conference speaker, and social justice advocate. After studying communications at California State University at Sacramento, he continued his graduate level studies at Nazarene Theological Seminary in Kansas City, MO, receiving a Master of Divinity degree. Rev. Mason has been married since 1986 to his wife, Lyndel, and have two children: Alexander, 16, and Aleyna, 14.

Rev. Rolla Goodyear, Associate Pastor of Administration - “Whatever you do, do your work heartily, as for the Lord rather than men, knowing that from the Lord you will receive the reward of the inheritance. It is the Lord Christ whom you serve.” Colossians 3:23-24.

Rev. Rolla Wm. Goodyear serves as the Associate Pastor of Administration of Oak Cliff Bible Fellowship. He oversees the Administration Ministry comprising the following departments: Accounting, Building Operations, Information Technology, Security, and Stewardship. Rev. Goodyear is responsible for the effective management of church facilities, equipment, and finances.

These responsibilities include working with the Senior Pastor to make certain that all ministries at Oak Cliff Bible Fellowship have the essential monetary, technical and facility resources for the successful implementation of church programs and events. As an associate pastor, Rev. Goodyear also supports the Senior Pastor in the areas of preaching, teaching, training and pastoral care of members.

Rev. Goodyear’s spiritual gifts include administration, leadership, teaching and financial stewardship. He has used these God-given gifts most recently in serving as the executive director of Real Choices Pregnancy Resource Center and Vice President of International Ministries with Insight for Living. In addition, he has an extensive background in banking as the former president and majority owner of The Security State Bank in Auburn, Kansas. Rev. Goodyear holds two master degrees from Dallas Theological Seminary in Biblical Studies and Cross-cultural Ministries. He has been married to Lisa since 1980 and they are the proud parents of two grown children, Adam and Ashly.

Mrs. Connie Williams, Executive Director of Human Resources - “For we are God’s workmanship, created in Christ Jesus to do good works, which God prepared in advance for us to do.” Ephesians 2: 10

Mrs. Connie Williams serves as the Executive Director of Human Resources. The Human Resources Department is dedicated to supporting the church’s mission and goals by providing high quality, skilled employees that are committed to Christ and the vision of Oak Cliff Bible Fellowship.

Mrs. Williams is responsible for improving processes, instituting policies and procedures, fostering communication and cooperation in the workplace, and providing quality, cost-effective services to meet the needs and support the success of all ministry departments.

Ms. Williams has 15 years of experience in human resource management with heavy emphasis on employee relations. She has solid experience in recruiting for ministry, technical, executive and management positions. Mrs. Williams’ God-given gifts include planning, project management, and training coupled with strong communication, presentation and team-building skills. She holds a Professional Human Resources Certification with a Bachelor of Arts in Business Administration and Management from the University of Texas in Arlington. She is married to Clarence and they are the proud parents of two: Candace and Clarence III and one grandchild, Ja’Nya.

Ms. Shari Carroll, Executive Director of Marketing and Development -“In the same way, let your light shine before men, that they may see your good deeds and praise your Father in heaven.” Matthew 5: 16

Ms. Shari Carroll serves as the Executive Director of Marketing and Development. The goal of the Marketing and Development department is to support the mission and goals of the church by initiating a plan that reflects the values of the Kingdom of God using multiple strategies to increase church revenues and promote the positive image, message and services of Oak Cliff Bible Fellowship and affiliate organizations.

Ms. Carroll’s primary responsibilities include promoting and increasing public awareness and understanding of the ministries of Oak Cliff Bible Fellowship; streamlining and centralizing all marketing and promotional activities; using technology, specifically the Internet, for advertising programs and events; implementing cost-effective marketing strategies; and implementing multiple strategies for generating increased revenues to support the social, health, economic and education outreach ministries of the church.

Ms. Carroll has over 20 years of experience in nonprofit management with an emphasis on program development, marketing and fundraising. She has a successful track record in obtaining numerous federal grants for social programs. Her God-given gifts include project management, strategic planning, networking and organizational assessment with strong communication, presentation and organization skills. Ms. Carroll holds a Bachelor of Science in Business Administration from Texas Woman’s University in Denton, Texas.
